Before the Program

The 2023 Cookie Program begins December 15th, 2022. Ensure your troop is prepared by following our “Before the Program” Checklist below:

All Girl Scouts in the troop are registered/renewed for the 2022-23 membership year.

The Troop Cookie Champion has completed the Product Program Champion Agreement and the 2023 Cookie Program Training in gsLearn.

Host a caregiver meeting to discuss the Cookie Program, important dates and details, and distribute materials.

Set up your troop in eBudde.

Getting Set Up in eBudde

Log in to eBudde. Within 1-2 business days after completing your gsLearn training, you will receive an email with login instructions.

Review your Troop Dashboard.

Enter your troop details in the Troop Settings tab. Review your banking information. If there is an error or your banking information is not visible, please correct it/enter it and enter your opt-in/opt-out status for rewards.

Verify all of the girls in your troop appear on your eBudde roster. If you have missing girls, double-check they are registered for the 2022-23 membership year. If they are registered, contact Member Care at with your troop number and girl’s name(s).

Getting Set Up in Digital Cookie

If you have completed your gsLearn training, you will receive an email on December 3rd, inviting you to log in to Digital Cookie. Use the link from that email to open Digital Cookie or login here. You will get access to Digital Cookie before girls and families have access on Dec. 15th.

You will be prompted to create a password. Create a password that you will remember and keep it handy in a safe place throughout the program. Login using your new password. Your email address should be the same email address you received your Digital Cookie email from.

Complete the welcome requirements (video and Terms and Conditions). If you are also a parent of a Girl Scout, you may be asked to complete additional welcome requirements. *If you are a parent, your site will change slightly on Dec. 15th when girl access begins. You will be able to change your role from Parent to Volunteer.  

Once you’re logged in as a volunteer, you will be able to setup your Troop Links. See tipsheets below for instructions. Your troop links can be used during Cookie Booths and by customers who want to support the troop but don’t necessarily have a connection to a Girl Scout.

Hosting a Cookie Rally

When Girl Scouts band together, they are unstoppable! Celebrate the Girl Scout sisterhood by hosting a cookie rally to encourage girls to grow and learn as a team through the Girl Scout Cookie Program. Whether you gather in person or via a virtual event, use these resources for inspirational and informative activities that will help each girl realize she can do anything – especially with her sisters by her side.

Not ready to host a rally on your own? GSCB is hosting a virtual Cookie Rally on January 28th. Encourage your Girl Scouts to sign up to learn more about the program, rewards, skills and earn a charm. (Rally charms will be available with the troop final rewards at the end of the 2023 Cookie Program.)
